Issue:
Symantec Embedded Database stuck on “Starting” status
 
Resolution:
a. Backup License Files
b. Copy Database backup file to anothe r location
c. Uninstall Symantec Endoint Protection Manager (SEPM)
d. Edit registry to delete PendingFileRenameOperations located at HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Session Manager
e. Reinstall SEPM
f. Stop SEPM & SEPM Web services
g. Restore database
h. Rerun installation
i. Log onto SEPM to verify successful propagation of former SEP clients
